Director of Project Development and Strategy, High Voltage

About the role

Leads all preconstruction work for a high voltage infrastructure unit, from spotting opportunities through estimates, proposals and handoff to delivery. Owns bid accuracy and competitiveness while standardizing processes across a growing portfolio.

What you will do

• Guide the preconstruction team through estimating and proposal phases, from conceptual pricing to hard bids and change orders
• Own the stage-gate process so scope, take-offs, risk review and estimate quality stay consistent
• Work with business development on go/no-go calls, win strategy and pricing for proposals
• Oversee take-offs, unit pricing and labor assumptions for substations, switchyards and transmission work
• Run constructability reviews with engineering and operations to surface schedule and cost risk
• Manage vendor and subcontractor bid solicitation, leveling and qualification with procurement

• Experience leading preconstruction or estimating for high voltage transmission, substation or switchyard work
• Track record building and standardizing estimating processes, tools and cost databases
• Skill at pricing strategy and presenting estimates and risk registers to executives
• Ability to lead teams and develop staff while working fully remote
